Here plausible given volume of affected mail to Yeshiva: forced reg. imposed on mail containing undeclared valuables & receiver must pay equivalent to the reg. fee (25 Prutot). All cv's opened/sealed by Israeli censor (Haifa 1008 & 1030, L'lem 1006, 1017 & 1030) + w/filing holes.
